The function of national university science and technology park is to incubate and develop high-tech enterprises, to cultivate and assemble knowledge entrepreneur and talents who has grasped management and operation ability and science and technology knowledge. It is an important part of national technology innovation system. The parks are the stage of business establishment of university students, teachers and foreign students; the combination site of financial risk capital and intellectual capital; the front of the protection of intellectual property, the industry radiation source and foreign export source of national high tech industry development zones. In the year of 1999, the Ministry of Science and Technology, and the Ministry of Education started the experiment work of national university science and technology parks. In November 2001, the Ministry of Education formally issued The Experiment Management Method of National University Science and Technology Park to strengthen the instruction and management of university science and technology parks, which produced important instruction function on the promotion of healthy development of university science and technology parks in China.
